Job summary

DFAS in Indianapolis seeks a senior finance specialist to lead finance operations, develop SOPs and ensure timely, accurate reporting within a complex federal framework that requires vigilance and precision.

You will oversee data analysis, strengthen internal controls, maintain DoD certifications and security clearances, and collaborate with management to adapt to evolving missions and priorities while upholding integrity and compliance across programs.

Qualifications

• One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position.
• Specialized experience for the GS-12 level is defined as: Managing and directing finance operations, including developing and implementing policies, SOPs, and internal controls for a civilian pay program, or supervising subordinate staff, which involves assigning and reviewing work, or providing expert advisory services on complex and controversial payroll problems, interpreting and applying pertinent regulations, and ensuring proper interface with financial systems, or analyzing operational effectiveness and preparing financial reports and briefings for higher-level management.
• You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Responsibilities

• Develops an effective implementation of Standard Operating Procedures for all areas of responsibility; and ensures that training needs are planned and implemented on a timely basis to meet constantly changing policy and procedures.
• Supervises functions involving the preparation, analysis, interpretation and presentation of accounting data; the operation, maintenance and modification of systems to meet local needs.
• Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation.
• Directs the preparation, analysis, reconciliation, consolidation and submission of all required finance reports within established deadlines to higher level management.
• Establishes and maintains internal control procedures to protect against fraud, waste, and abuse.
