Qualifications

• Bachelor's degree or equivalent with 10+ years of relevant experience.
• Experience supporting PPBE process and budget planning submittals.
• Experience with obligation and expenditure tracking against financial benchmarks.
• Experience utilizing financial management systems to prepare funding documents and perform reconciliation.
• Strong financial modeling and trend analysis capabilities.

Responsibilities

• Develop and manage budgets for Navy R&D programs.
• Support PPBE process including POM paper preparation and OPP tracking.
• Manage financial analysis projects and reporting using PBIS throughout the PPBE cycle.
• Define project goals, develop plans, schedules, and cost estimates.
• Plan and track obligations and expenditures to ensure program performance.
• Prepare funding documents and perform invoice reconciliation and risk identification.
