Job summary

SAIC is seeking a Financial Analyst to provide support to the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) with all phases of the PPBE process, onsite in Alexandria, VA.

Responsibilities include developing the Program Objectives Memorandum and Budget Estimate Submission, analyzing budgets, preparing briefing materials, and ensuring timely submission per OSW deadlines.

Qualifications

• Secret clearance and US citizenship required.
• Bachelor’s degree in accounting, business management, or finance.
• At least 6 years of experience in financial management and budget execution.
• Experience with Defense Acquisition Initiative (DAI) is preferred.
• Proficiency in MS Office (PowerPoint, Word, Access, Excel) required.
• Strong written and oral communication skills.

Responsibilities

• Assist in PPBE process development and budget submissions for OUSW(R&E).
• Manage budget reviews, changes, and proposal entries in Excel/databases.
• Analyze program effectiveness and budgetary trends.
• Prepare briefs for DOW senior leadership.
• Review funding documentation for OUSW(R&E) projects.
• Monitor funding distribution, obligations, and expenditures.
• Support audit readiness and PPBE documentation.
