Job summary

StraitSys Inc. is seeking an experienced Program Manager to lead the execution and delivery of large-scale government IT programs near Quantico, VA.

You will serve as the primary interface with government stakeholders and corporate leadership, ensuring program objectives, schedules, and budgets are met. This role requires a TS clearance, strong leadership of cross-functional teams, and the ability to manage P&L, risk, and performance metrics across multiple contracts.

Qualifications

• 10+ years of experience managing complex IT programs and government contracts.
• Experience with federal contracts, IT services delivery in government environments.
• Strong program financial management including budgeting, forecasting, and cost control.
• Proven ability to lead cross-functional teams and manage multiple priorities.
• Experience with program schedules, deliverables, and performance metrics.
• Top Secret clearance is required.
• Ability to develop and write SOPs.

Responsibilities

• Lead the planning, execution, and delivery of large-scale IT programs and government contracts.
• Ensure all program objectives, deliverables, and performance metrics are achieved on schedule and within scope.
• Manage day-to-day program operations, staffing, and resource allocation.
• Lead program reviews, status briefings, and executive-level reporting.
• Serve as the primary interface with government stakeholders, contracting officers, and corporate leadership.
• Maintain strong customer relationships through proactive communication and responsiveness.
• Address program risks, issues, and changes while ensuring stakeholder alignment.
• Manage program financial performance including profit and loss, revenue tracking, forecasting, and budgeting.
• Develop and maintain ETC and EAC projections, labor planning, and cost controls.
• Monitor financial and operational performance to ensure profitability targets.
• Ensure compliance with contract requirements, corporate policies, and applicable regulations.
• Lead and mentor program staff, technical leads, project managers, and support personnel.
• Support staffing strategies, workforce development, and performance management.
• Foster a culture of collaboration, accountability, and continuous improvement.
• Implement program processes including risk management, quality assurance, and performance tracking.
• Manage schedules, milestones, and deliverables across cross-functional teams.
• Identify opportunities for operational efficiency, process improvement, and service expansion.
