Job summary

Tri Star Engineering, Inc. in Crane, IN is seeking a highly skilled Human Resources Specialist to provide expert-level staffing, classification, and HR program support within the HR Division for a technically focused workforce operating under the NAVSEA Demonstration Project pay system.

This role involves regulatory analysis, process improvement, and advisory support to leadership, with a focus on accurate HR execution and data-driven decision making.

Qualifications

• 3–5 years of progressive HR staffing and classification experience.
• Knowledge of Title 5 U.S.C., OPM standards, and federal staffing regs.
• Experience with job analyses and grade determinations.
• Experience processing RPAs in DCPDS or DCHRMS.
• Strong analytical, technical writing and reporting skills.
• Ability to interpret complex regulations.
• Active secret clearance (or ability to obtain).
• U.S. Citizenship and a Bachelor's degree in HR or related field.

Responsibilities

• Provide federal staffing and classification counsel and services.
• Conduct job analysis and develop LDAs.
• Determine factor levels and grade determinations.
• Support recruitment, selection, placement, and compensation actions.
• Prepare personnel action packages and classification documentation.
• Review Title 5 regulations and NAVSEA guidance.
• Develop SOPs, desk guides and policy guidance.
• Provide advisory support to supervisors and leadership.
• Develop metrics, dashboards, and reporting tools.
• Manage HR data repositories and tracking systems.
