Qualifications

  • 3–5 years of progressive experience in HR staffing and classification.
  • Knowledge of Title 5 U.S.C. and federal staffing regulations.

  • Experience processing RPAs in DCPDS or DCHRMS.
  • Strong analytical, technical writing, and reporting skills.
  • Ability to interpret complex regulations.
  • Active secret clearance (or ability to obtain).
  • U.S. Citizen.

Responsibilities

  • Provide staffing and classification counsel and services.
  • Conduct job analysis and develop Level Descriptor Addendums (LDA).
  • Determine factor levels and grade determinations.
  • Support recruitment, placement, and compensation actions.
  • Prepare personnel action package materials and classification documentation.
  • Review Title 5 regulations and NAVSEA guidance.
  • Provide recommendations on organizational design and workforce planning.
  • Process and track RPAs.
  • Utilize HR systems (DCPDS/DCHRMS, USA Staffing, USAJobs).
  • Conduct research on HR laws, regulations, and policies.
  • Develop SOPs, desk guides, policy guidance, and instructional materials.
  • Provide advisory support to supervisors and leadership.
  • Participate in process improvement initiatives.
  • Develop metrics, dashboards, and reporting tools.
  • Manage HR data repositories and records management.
  • Prepare presentations, reports, and executive briefings.
  • Support EEO and other HR program initiatives.
  • Develop reporting tools using Excel, Access, and other software.
  • Support data analytics, workforce modeling, and predictive analysis.
  • Oversee HR systems, dashboards, SharePoint, and collaboration tools.

  • Conduct research and analysis on HR laws, regulations, and policies.

  • Provide advisory support to supervisors and leadership.

Requirements
  • Minimum 3–5 years of progressive experience in HR, specifically in staffing and classification.
  • Demonstrated knowledge of Title 5 U.S.C., OPM classification standards, and federal staffing regulations.
  • Experience conducting job analysis and determining grade levels.
  • Experience processing RPAs in DCPDS or DCHRMS.
  • Strong analytical, technical writing, and reporting skills.
  • Ability to interpret and apply complex regulations.
  • Active secret clearance (or ability to obtain).
  • Bachelor’s degree in human resources, Business Administration, Public Administration, Industrial/Organizational Psychology, or related field.
  • Must be a U.S. Citizen.
Preferred Qualifications
  • Experience supporting NAVSEA or Department of Navy HR operations.
  • Experience under the NAVSEA Demonstration Project (DEMO) pay system.
  • Master’s degree in HR or related field.
  • Experience in workforce analytics or HR data modeling.
  • Advanced proficiency in Excel, Access, Power BI, or SQL.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
