Job summary

Goodwin Recruiting seeks an experienced Construction Quality Control Manager for a long-term federal project in Newport, RI. You will lead the CQC program, develop QC plans, and coordinate with project leadership, subs, and government personnel to ensure compliance with contract requirements.

The role requires at least 10 years in construction, 4+ years as CQC Manager, and a CQM-C/M certification (or within 90 days).

Qualifications

• Minimum 10 years of construction industry experience including supervision or PM roles.
• At least 4 years of direct experience as a Construction Quality Control Manager.
• Experience on federal construction projects (USACE, NAVFAC, USAF, GSA or similar).
• CQM-C/CQM-M certification or ability to obtain within 90 days of employment.
• Strong understanding of federal construction specs, QA procedures, and documentation."
• On-site work capability in the project location.

Responsibilities

• Lead and administer the project's Construction Quality Control program per contract specs.
• Develop and maintain quality control plans, inspection procedures, and records.
• Manage three-phase inspection process (preparatory, initial, follow-up).
• Perform site inspections to verify compliance with drawings and specs.
• Coordinate with project team, subcontractors, and government reps on quality issues.
• Identify deficiencies and oversee corrective actions to closure.
• Review submittals, material certifications, tests, and inspection records.
• Coordinate required testing and inspections with subcontractors, third-party inspectors, and government personnel.
• Maintain organized QC records, daily reports, and deficiency logs.
• Participate in progress meetings and quality reviews with government reps.
• Monitor subcontractor performance against quality standards.
• Support closeout activities including final inspections and turnover docs.
