Goodwin Recruiting is seeking an experienced Construction Quality Control Manager for a long-term federal project in Newport, RI. You will lead the CQC program, develop QC plans, and ensure compliance with USACE/NAVFAC standards while coordinating with project leadership, subcontractors, and government representatives.

The role requires 10+ years in construction and at least 4 years as CQC, plus a CQM-C/CQM-M certification or ability to obtain within 90 days.

Qualifications

• Minimum 10 years in construction, including supervision, project engineering, PM, or QC.
• At least 4 years as Construction Quality Control Manager.
• Experience on federal projects (USACE, NAVFAC, USAF, GSA or similar).
• CQM-C/CQM-M certification or ability to obtain within 90 days of employment.
• Experience overseeing QC on large, complex projects.
• Knowledge of federal specs, QA procedures, inspection, and documentation.
• Ability to meet security clearance and site access requirements.
• Proficiency with electronic reporting systems and MS Office.
• Strong communication, organizational and leadership skills.
• On-site work in Cape Cod, MA.

Responsibilities

• Lead and administer the project's Construction Quality Control (CQC) program per contract specs.
• Develop and maintain QC plans, inspection procedures, and documentation.
• Manage the three-phase inspection process: prep, initial, follow-up.
• Conduct site inspections to ensure compliance with drawings and specs.
• Coordinate with PMs, subs, and government representatives on quality matters.
• Identify deficiencies, document nonconforming work, and oversee corrective actions.
• Review submittals, certifications, testing, and inspection records.
• Coordinate testing with subs, third-party inspectors, and government personnel.
• Maintain QC records, daily reports, and deficiency logs.
• Participate in progress meetings and government discussions on quality.
• Monitor subcontractor performance for quality standards.
• Support closeout activities including final inspections and turnover.
