Job summary

SLSCO LTD in Guam seeks a Senior Estimator – Federal Construction to lead pricing and estimating for complex DoD and federal projects across Design-Bid-Build, Design-Build, IDIQ/MATOC, and negotiated procurements.

The ideal candidate has 7+ years of federal estimating experience, deep knowledge of procurement regulations, and the ability to develop competitive, compliant cost proposals while mentoring junior estimators and supporting pursuit strategy with senior leadership.

Qualifications

• 7+ years of construction estimating with emphasis on federal projects.
• Experience pricing DoD or federal agency construction (USACE, NAVFAC, AFCEC, GSA).
• Strong knowledge of federal procurement regulations and wage determinations.
• Ability to read and interpret construction drawings, specifications, and solicitation documents.
• Experience leading design-build procurements with senior leadership; alternative contracts preferred.
• Proficient with estimating/scheduling tools (Bluebeam, Primavera P6, MS Excel, MS Project) and preferred tools.
• Excellent analytical, organizational, and communication skills.
• Experience estimating in Guam, Hawaii, Pacific Theater preferred

Responsibilities

• Lead bottom-up cost estimates for federal construction projects.
• Interpret RFP/RFQ instructions, drawings, specifications, wage determinations, and requirements.
• Develop pricing strategies aligned with federal methods (best value, LPTA, negotiated).
• Solicit and qualify subcontractor pricing for scope completeness and compliance.
• Support federal proposal efforts with pricing narratives, BOE, and price reasonableness docs.
• Coordinate with Operations, PM, Scheduling, Safety, QA/QC, and BD teams.
• Identify cost, scope, and schedule risks and communicate mitigation strategies to senior leadership.
• Maintain estimating quality controls; mentor junior estimators.
• Support continuous improvement of estimating practices.
