Job summary

Harkcon, Inc. is seeking a Senior Budget and Financial Management Analyst to support federal programs with budget execution, financial analysis, and management reporting. The role emphasizes accurate transaction review, documentation, and timely support for program and financial leaders.

The position is primarily at federal facilities in DC and Norfolk, with remote work or telework subject to government approval. A Secret clearance is anticipated.

Qualifications

• Four-year degree from an accredited college or university.
• At least three years of experience in project support, financial management, analysis, or administrative functions related to education or training programs and/or financial management.
• Ability to meet federal background-investigation, credentialing, and system-access requirements and remain eligible to obtain a Secret security clearance.

Responsibilities

• Track funding, commitments, obligations, expenditures, balances, and variances across programs.
• Reconcile financial records among source systems and documentation; investigate discrepancies.
• Support budget formulation and execution activities, spend plans, forecasts, and year-end closeout.
• Review purchase requests, invoices, and other transactions for completeness and compliance.
• Develop recurring financial reports and briefing materials for program managers.
