GS-14 requires more than 3 years of professional legal experience.
Specialized experience: GS-12—one year at the GS-11 level in Federal service or comparable.

Specialized experience: GS-14—one year at GS-13 level or comparable.
Specialized experience includes research, policy development, regulatory guidance, and personnel management.
