- Experience in planning, programming, design, and construction of facilities.
- Ability to communicate clearly in writing and orally with peers, management, contractors, and other agencies.

- Lead planning, programming, design, and construction of facilities to support system acquisition and other mission objectives.
- Provide technical leadership in engineering assignments.
- Serve as technical expert for the organization in general engineering concepts and practices.
