Job summary

Voyager Technologies, Inc. in San Diego or Long Beach, CA is seeking a Senior Program Controls Analyst to join the Program Planning & Controls team.

You will ensure cost-schedule integration, support EVMS-compliant programs for DoD, NASA, and commercial customers, and drive the rollout of the ForProject and Empower tools. The role reports to the Senior Business Operations Manager and involves interfacing with corporate finance, contracts, procurement, and program managers to deliver accurate

Qualifications

• Five or more years of experience in program controls, cost analysis, or financial planning within aerospace, defense, or similarly complex technical environments.
• Bachelor’s degree in finance, business administration, or related field.
• Experience in program cost control, performance measurement, and earned value analysis in aerospace or defense programs.
• Proficiency in Microsoft Excel, cost reporting tools, and working knowledge of Microsoft Project.
• Strong knowledge of Earned Value Management (EVM) principles and ANSI/EIA-748 compliance.
• Ability to communicate clearly with both technical program teams and business/finance stakeholders.
• Strong analytical and organizational skills; ability to manage competing priorities and deadlines.

Responsibilities

• Develop and maintain time-phased cost baselines, actuals, and forecasts aligned with the program schedule.
• Support the development of PMBs and facilitate Integrated Baseline Reviews (IBRs) where required.
• Prepare and analyze program performance metrics (BCWS, BCWP, ACWP, EAC).
• Collaborate with the Program Controls Scheduler to ensure cost-schedule integration and EVMS reporting.
• Interface with corporate finance to align program reporting and forecasting with business objectives.
• Ensure that program-level tools and processes meet financial reporting and forecasting needs.
• Interface with Program Managers, CAMs, Engineering, Contracts, and Procurement to develop and validate ETCs.
• Monitor, analyze, and report program performance using KPIs and dashboards.
• Support proposal pricing, BOE development, and transition from pursuit to execution.
• Contribute to developing and improving cost control processes, reporting standards, and tool integrations.
• Assist training and development of the Program Planning & Controls analyst and EVMS policy implementation.
