Job summary

The San Francisco Ethics Commission is seeking a Senior Investigator & Legal Analyst with strong analytical, legal, and investigative skills to lead complex cases and resolutions in ethics and government oversight.

Reporting to the Director of Enforcement, this role requires preparing settlement documents, handling investigations, and appearing before the Ethics Commission. A hybrid work arrangement applies with four days onsite per week.

Qualifications

• Possession of a baccalaureate degree from an accredited college or university.
• Three(3) years full-time equivalent experience performing professional-level analytical work.
• Graduate degree may substitute for one (1) year of required experience.
• Additional experience may substitute for the required degree on a year-for-year basis (up to 2 years).

Responsibilities

• Conduct complex investigations of ethics, conflicts of interest, campaign finance, lobbying, whistleblower protection, and public disclosure laws.
• Develop legal strategy to evaluate allegations, evidence, and applicable law; determine case resolution strategy.
• Negotiate and draft settlement agreements; present cases at hearings.
• Prepare probable cause reports, pre-hearing briefs, and exhibits; maintain complete administrative record.
• Represent the Division before the Commission at administrative hearings and coordinate with other divisions.
