Job summary

The City and County of San Francisco seeks a professional investigator with strong analytical and legal research skills to conduct complex investigations into ethics, campaign finance, and related matters. The role supports the Enforcement Division in pursuing case outcomes and ensuring compliance with laws and regulations.

Responsibilities include developing case strategies, drafting settlements, and presenting evidence to the Ethics Commission.

Qualifications

• Possession of a baccalaureate degree from an accredited college or university.
• Three(3) years full-time equivalent experience performing professional-level analytical work.
• Substitution: A graduate degree may substitute for one year of required experience; additional experience may substitute for degree on year-for-year basis.

Responsibilities

• Conduct complex investigations of alleged violations of ethics, conflicts of interest, campaign finance, lobbying, whistleblower protection, and public disclosure laws.
• Develop legal strategy to evaluate allegations, evidence, applicable law, regulations, and policies; determine case resolution strategy including matters to be prosecuted before the five-member Commission.
• Communicate with subjects of investigations and their representatives; negotiate and draft settlement agreements.
• Prepare probable cause reports, responses to rebuttals, pre-hearing briefs, witness lists and exhibits, motions, and other legal documents; obtain a complete administrative record.
• Present cases before the Executive Director and the Ethics Commission; provide oral argument when needed.
• Represent the Division before the Commission at administrative hearings; offer objections and present evidence.
• Assist with implementation of revised Enforcement regulations and update related information on the website; train staff.
