Job summary

Matrix Project Services in Houston, TX is seeking a Chief Estimator to lead the estimating team company-wide, directing continuous improvement in software and procedures for multi-discipline EPFC estimates and proposals. You will mentor and develop professionals on challenging projects.

Responsibilities include overseeing the estimating team, coordinating with proposal delivery, and producing robust bid budgets. Travel may be required; strong leadership and communication are essential.

Qualifications

• Bachelor’s degree in Engineering, Construction, or related field.
• 10+ years’ estimating experience, with 5+ years in management.
• Familiar with Lump Sum and Time & Materials contracts.
• Visualize finished product from drawings and docs.
• Strong estimating techniques, disciplines, and cost control.
• Able to estimate industrial project types/sizes.
• Experience supervising estimating personnel on complex estimates.
• Leadership and team motivation experience.
• Excellent oral and written communication.
• Present to clients and senior management.
• Knowledge of facilities operations (refineries, terminals, power plants, mining).
• Self-motivated team player open to new ideas.
• MS Word/Excel/Outlook/PowerPoint skills.
• Familiar with Sage Timberline and Aspen ACCE estimating.
• MS Project or Primavera scheduling knowledge; databases helpful.
• Occasional travel and extended workdays.

Responsibilities

• Lead estimating department and enforce company policy.
• Oversee estimating efforts with proposal delivery group.
• Develop understanding of RFPs and generate budget estimates.
• Coordinate proposal delivery with estimating manager/lead.
• Determine estimating methods and resources for various classes.
• Lead process improvements and incorporate historical data.
• Collaborate with BD, PM, Eng, and other departments.
• Ensure documentation supports the estimate.
• Develop and present estimates to stakeholders.
• Review execution plans to ensure alignment with estimates.
• Review estimating work regularly.
• Participate in constructability reviews and cost-saving exercises.
• Ensure traceability of estimates to RFPs.
• Review schedules, indirect costs, staff, equipment selections.
• Develop risk ranges and contingencies.
• Coordinate and prioritize multiple estimates.
• Perform other duties as required.
