ACCIONA is seeking a Senior Estimator to develop concept and bid-stage estimates for heavy civil and transportation projects in the United States. You will analyze plans, perform takeoffs, set up WBS, and develop budgets while collaborating with estimating, engineering, and project teams to support competitive proposals.

The ideal candidate has extensive heavy civil/highway estimating experience, familiarity with design-build and P3 procurement, and the ability to read drawings and price complex

Qualificações

• Degree in Civil Engineering or a related field.
• Demonstrated experience working on large design-build, P3 civil (roads, bridges and tunnels) projects.
• Previous experience in supporting the bidding process.
• Working knowledge of estimating and quantity take-off software.
• General knowledge of estimating techniques, cost control and material pricing required.
• Ability to calculate mathematical extensions, read and understand engineering drawings, purchase orders, contracts, cost coding systems, etc.
• Experience working on highway construction projects, DOT projects.
• Experience in working in a joint venture environment is an asset.

Responsabilidades

• Prepare Order of Magnitude (OOM) Budgets based on Reference/Indicative Documents.
• Set-up Cost Work Breakdown Structures (WBS) for complex heavy civil/transportation projects.
• Perform Quantity Take-offs and assemble BoQ documents.
• Develop direct cost estimates based on project specifications, drawings and addenda.
• Prepare general accounts/indirect cost estimates.
• Develop cost unit rates from basic principles by making use of labour, equipment and material resources.
• Generate Labour unit rates in compliance with the labour wage requirements of project locations.
• Prepare and update complete construction budgets as projects design progresses.
• Prepare construction budget review presentations for management.
• Coordinate and lead Estimating Working Group meetings with CJV partners.
• Generate alternate price for value engineering scope elements for the projects.
• Prepare tender summary sheets and cash flows.
• Participate in design workshops during the project’s design development to provide cost input.
• Review and incorporate into estimate design deliverables from consultants.
• Source, liaise with and manage best value subcontractors and suppliers, collaborating with the Procurement team.
• Ensure subcontractors are in compliance with AIC requirements.
• Identify and set-up subcontractors/vendors’ packages for procurement.
• Prepare procurement packages with specs, drawings, BoQ for procurement.
• Analyze subcontractors/vendors quotes and prepare comparison sheets.
• Update estimate based on analyzed pricing from local market; ensure bid bond and insurance documents are in place.
• Develop safe, efficient construction methods and document historical cost data.
• Organize and prepare bid close documents.
• Provide assessment of estimating accuracy and analyses.
• Research historical data and compile reports to guide future estimates.
• Other duties as relevant to the role.
