Job summary

Acciona is seeking a Senior Estimator to develop detailed conceptual and bid-stage estimates for large heavy civil/transportation projects in a dynamic preconstruction environment. The role collaborates with estimating, engineering, project management, operations, procurement, finance and executives to support competitive proposals for major P3 pursuits.

The ideal candidate has strong highway/Civil estimating experience, can analyze complex data, and lead bid activities across teams, including

Qualifications

• Degree in Civil Engineering or a related field
• Demonstrated heavy civil/highway construction estimating experience
• Experience supporting bidding processes
• Working knowledge of estimating and quantity take-off software
• General knowledge of estimating techniques, cost control and material pricing
• Experience on large design-build, P3 civil (roads, bridges and tunnels) projects
• Experience in joint venture environments is a plus

Responsibilities

• Prepare Order of Magnitude budgets and set up WBS for complex heavy civil/transportation projects
• Perform quantity take-offs and assemble BoQ documents
• Develop direct cost estimates from project specs, drawings and addenda
• Prepare and update construction budgets as design progresses
• Coordinate and lead Estimating Working Group meetings with JV partners
• Generate alternate prices for value engineering scope elements
• Prepare tender summary sheets and cash flow projections
• Analyze subcontractor/vendor quotes and prepare comparison sheets
• Update estimates based on local market pricing
• Ensure bid bond, insurance, and other documents are in place
• Develop safe, efficient construction methods and document cost data
• Organize and prepare bid close documents

The Senior Estimator will develop detailed conceptual and bid-stage estimates, review plans and specifications, perform quantity takeoffs, analyze labor, equipment, materials and subcontractor costs, and establish accurate project pricing and budgets. This position will collaborate closely with estimating, engineering, project management, operations, procurement, finance and executive teams throughout the pursuit and preconstruction process, including design-build and other alternative delivery methods. The ideal candidate brings strong heavy civil/highway construction estimating experience, a solid understanding of large-scale infrastructure projects, and the ability to analyze complex project requirements, risks, schedules and cost data while supporting competitive, well-developed proposals for major P3 pursuits.**Job Description*** Prepare Order of Magnitude (OOM) Budgets based on Reference/Indicative Documents.* Set-up Cost Work Break-Down Structures (WBS) for complex heavy civil/transportation projects.* Perform Quantity Take-offs and assemble Bill of Quantities (BoQ's) documents.* Develop direct cost estimates based on project specifications, drawings and addenda.* Prepare general accounts/indirect cost estimates.* Develop cost unit rates from basic principles by making use of labour, equipment and material resources.* Generate Labour unit rates in compliance with the labour wage requirements of project locations.* Prepare and update complete construction budgets as projects design progresses.* Prepare construction budget review presentations for management.* Coordinate and lead Estimating Working Group meetings with CJV partners.* Generate alternate price for value engineering scope elements for the projects.* Prepare tender summary sheets and cash flows.* Participate in design workshops during the project's design development in order to provide cost/construction input.* Review and incorporate into estimate design deliverables from consultants.* Source, liaise with and manage best value subcontractors and suppliers, collaborating with the Procurement team.* Ensure subcontractors are in compliance with AIC operational and technical requirements.* Identify and set-up subcontractors/vendor's packages for the procurement team.* Prepare procurement packages that include specifications, drawings, BoQ's for the procurement team.* Analyze subcontractors/vendors quotes and prepare comparison sheets.* Update estimate based on analyzed pricing received from the local market.
