Job summary

ACCIONA has an opportunity for a Senior Estimator in the United States to develop detailed bid-stage estimates for heavy civil infrastructure projects. You will review plans, perform quantity takeoffs, analyze labor/equipment/material costs, and establish accurate budgets, collaborating with estimating, engineering, project management, operations and procurement for design-build and other delivery methods.

Qualifications

• Degree in Civil Engineering or a related field.
• Demonstrated experience on large design-build, P3 civil projects (roads, bridges, tunnels).
• Previous experience supporting the bidding process.
• Working knowledge of estimating techniques, cost control and material pricing.
• Ability to read engineering drawings, PO's, contracts and cost coding systems.
• Experience on highway/DOT projects; joint venture exposure is a plus.

The Senior Estimator will develop detailed conceptual and bid-stage estimates, review plans and specifications, perform quantity takeoffs, analyze labor, equipment, materials and subcontractor costs, and establish accurate project pricing and budgets. This position will collaborate closely with estimating, engineering, project management, operations, procurement, finance and executive teams throughout the pursuit and preconstruction process, including design-build and other alternative delivery methods.

The ideal candidate brings strong heavy civil/highway construction estimating experience, a solid understanding of large-scale infrastructure projects, and the ability to analyze complex project requirements, risks, schedules and cost data while supporting competitive, well-developed proposals for major P3 pursuits.

Job Description

• Prepare Order of Magnitude (OOM) Budgets based on Reference/Indicative Documents.
• Set-up Cost Work Break-Down Structures (WBS) for complex heavy civil/transportation projects.
• Perform Quantity Take-offs and assemble Bill of Quantities (BoQ's) documents.
• Develop direct cost estimates based on project specifications, drawings and addenda.
• Prepare general accounts/indirect cost estimates.
• Develop cost unit rates from basic principles by making use of labour, equipment and material resources.
• Generate Labour unit rates in compliance with the labour wage requirements of project locations.
• Prepare and update complete construction budgets as projects design progresses.
• Prepare construction budget review presentations for management.
• Coordinate and lead Estimating Working Group meetings with CJV partners.
• Generate alternate price for value engineering scope elements for the projects.
• Prepare tender summary sheets and cash flows.
• Participate in design workshops during the project's design development in order to provide cost/construction input.
• Review and incorporate into estimate design deliverables from consultants.
• Source, liaise with and manage best value subcontractors and suppliers, collaborating with the Procurement team.
• Ensure subcontractors are in compliance with AIC operational and technical requirements.
• Identify and set-up subcontractors/vendor's packages for the procurement team.
• Prepare procurement packages that include specifications, drawings, BoQ's for the procurement team.
• Analyze subcontractors/vendors quotes and prepare comparison sheets.
• Update estimate based on analyzed pricing received from the local market.
• Ensure bid bond, insurance and other required documents are in place.
• Develop safe, efficient, cutting edge construction methods.
• Accumulate, evaluate, and document historical cost data.
• Organize and prepare bid close documents.
• Provide assessment of estimating accuracy and prepare relevant analyses.
• Research historical data (purchase orders, subcontracts, productivity analysis reports, etc.) and compile summary reports to develop guidelines and precedence for future estimates.
• Other duties as relevant to the role.

Required Skills and Competencies

• Degree in Civil Engineering or a related field
• Demonstrated experience working on large design-build, P3 civil (roads, bridges and tunnels) projects
• Previous experience in supporting the bidding process
• Working knowledge of estimating and quantity take-off software
• General knowledge of estimating techniques, cost control and material pricing required.
• Ability to calculate mathematical extensions, read and understand engineering drawings, purchase orders, contracts, cost coding systems, etc. is essential.
• Experience working on highway construction projects, DOT projects
• Experience in working in a joint venture environment is an asset
