Job summary

Insight Global is seeking a Senior Utility Estimator to lead cost estimating for transmission, utility infrastructure, and heavy civil projects in Charlotte, NC. This role requires developing accurate, competitive estimates, performing detailed quantity takeoffs, and coordinating with subcontractors and vendors from opportunity identification through final proposal submission.

Qualifications

• 10+ years estimating experience in utility, transmission, heavy civil, or infrastructure construction.
• Experience estimating electrical transmission projects.
• Experience supporting utility clients such as FPL, Duke Energy, NextEra Energy, Dominion Energy, Southern Company, TVA, or similar utilities.
• Strong understanding of transmission systems, relocations, foundations, and related civil work.
• Advanced Excel skills with complex cost models and pricing analysis.
• Experience using Bluebeam and Procore.
• Proven ability to identify and pursue new project opportunities.
• Excellent analytical, organizational, and communication skills.

Responsibilities

• Review construction drawings, specifications, contracts, and bid documents for transmission, utility, and civil infrastructure projects.
• Perform detailed quantity takeoffs and develop comprehensive project cost estimates.
• Prepare conceptual, budgetary, and hard-bid estimates for transmission line, utility relocation, and infrastructure projects.
• Solicit, evaluate, and incorporate subcontractor and vendor pricing into project estimates.
• Analyze labor, equipment, material, and production costs to ensure estimate accuracy and competitiveness.
• Identify project risks, assumptions, and pricing opportunities during the bid process.
• Prepare bid packages, proposals, scope summaries, and estimate reviews for management and clients.
• Collaborate with project managers, operations leaders, engineers, and business development teams throughout the preconstruction process.
• Research and pursue new bidding opportunities within utility, transmission, and civil infrastructure markets.
• Build and maintain relationships with customers, utility owners, subcontractors, suppliers, and industry partners.
• Support estimate handoff activities and provide cost insights during project execution.
• Maintain current knowledge of market conditions, labor rates, material pricing, and industry trends.

This individual will be responsible for developing accurate and competitive cost estimates, identifying new bidding opportunities, coordinating with vendors and subcontractors, and supporting projects from opportunity identification through final proposal submission.

Required Qualifications

• 10+ years of estimating experience within utility, transmission, heavy civil, or infrastructure construction.
• Experience estimating electrical transmission projects.
• Experience supporting utility clients such as FPL, Duke Energy, NextEra Energy, Dominion Energy, Southern Company, TVA, or similar utility organizations.
• Strong understanding of:
• Transmission systems
• Utility relocations
• Foundations
• Civil clearing and grubbing
• Temporary and permanent access roads
• Environmental access and site restrictions
• Advanced Excel skills, including complex cost models and pricing analysis.
• Experience using Bluebeam and Procore.
• Proven ability to identify and pursue new project opportunities.
• Strong analytical, organizational, and communication skills.
• Ability to manage multiple bids and deadlines simultaneously.

Preferred Qualifications

• Bachelor's degree in Construction Management, Civil Engineering, Engineering Technology, or a related field.
• Experience estimating projects for transmission line construction contractors.
• Knowledge of utility standards, right-of-way construction practices, and environmental permitting constraints.
• Experience with estimating software such as HCSS HeavyBid, InEight, B2W, AGTEK, or similar platforms.
• Experience supporting EPC, utility, or infrastructure contractors.
