Job summary

The Maryland Department of Transportation State Highway Administration (MDOT SHA) Office of Environmental Design (OED) in Baltimore City is seeking a Program Lead (Environmental Analyst IV) to manage the Restoration Implementation program within the Water Programs Division.

This advanced senior role requires independent decision-making to ensure compliance with NPDES/MS4 permit conditions and future permit needs.

Qualifications

  • Bachelor's degree in natural sciences, earth science, physical science, environmental science, chemistry, physics, biology, agronomy, forestry, horticulture or related fields such as ecology, landscape architecture, or environmental engineering.
  • Six years experience in environmental analysis to include the development of plans, specifications, estimates, and design, or six years experience in environmental management to include the development, implementation and monitoring of environmental compliance plans for air quality, storm water management, wastewater treatment, hazardous waste management, pollution prevention, solid waste management or multi-media operations.
  • Notes: Possession of a Master's degree in one of the disciplines required may be substituted for one year of the required non-supervisory experience.
  • Notes: Possession of a Doctorate's degree in one of the disciplines required may be substituted for two years of the required non-supervisory experience.
  • Notes: U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.

Responsibilities

  • Managing the Restoration Implementation program which includes, but is not limited to, project planning, design, permitting, advertisement, and construction of various best management practices.
  • Fieldwork planning and implementation.
  • Adaptive management.
  • Coordinating with other State and federal agencies for WPD.
  • Directing and monitoring the work from consultant teams.
  • Supervising teams of multi-disciplinary technical experts to deliver planning and restoration compliance needs.
  • Data analysis and reporting.
