Job summary

HDR is seeking a Senior Environmental Planner in Everett, WA. You will lead environmental and land use permit efforts, coordinate with clients and agencies, and help shape NEPA/SEPA documents to support project success.

You will guide scope, schedule, and budget, provide QA/QC on permitting work, and engage with regulatory agencies to ensure compliance across complex site development and linear projects.

Qualifications

  • Bachelor's degree in Environmental Science or closely related field is required.
  • Strong writing and communication skills are essential.
  • Public speaking and team coordination experience are preferred.
  • Experience with environmental planning processes is expected.

Responsibilities

  • Direct environmental and land use permit preparation and acquisition on projects.
  • Coordinate with clients, project staff, and agency reviewers from initiation to completion.
  • Contribute as author or discipline lead on NEPA/SEPA documents.
  • Provide QA/QC reviews of environmental documents.
  • Prepare scope and fee estimates and monitor project scope, schedule, and budget.
  • Engage with regulatory agencies to achieve compliance.
  • Perform other duties as needed.

In the role of Senior Environmental Planner, we'll count on you to:

  • Direct environmental and land use permit preparation and acquisition on projects, including identification of permitting triggers, acquisition strategy, permitting risks, etc.
  • Permitting services may include:
    • Local land use permits, including Shoreline Permits, Conditional Use Permits, Variances, Special Use Permits, etc.
    • Local development permits, including Building Permits, Clear & Grade Permits. Street use/ROW permits, etc.
    • SEPA compliance.
    • Clean Water Act/Rivers and Harbors Act Permitting.
    • WDFW Hydraulic Project Approvals.
  • Independently coordinate with clients, technical project staff, and agency reviewers from project initiation to project completion.
  • Contribute as an author and/or discipline lead on environmental planning documents such as NEPA Environmental Impact Statements/Environmental Assessments, SEPA Checklists, and SEPA Environmental Impact Statements
  • Provide quality assurance and quality control (QA/QC) review of environmental review permitting documents prepared by others.
  • Prepare scope and fee estimates, direct staff during project execution, and monitor scope, schedule, and budget for tasks as environmental/land use permitting task lead.
  • Engage with regulatory agencies on behalf of clients to achieve regulatory compliance for projects.
  • Perform other duties as needed.

Preferred Qualifications

  • Supervisory skills and ability to manage in a team environment.
  • Public speaking and strong verbal and written communication skills.
  • Demonstrated track record of federal, state, and local permitting/environmental review in Washington state.
  • Experience successfully permitting complex site development and linear projects (e.g., transmission lines, pipelines, etc.).

Required Qualifications

  • Bachelor's degree in Environmental Science or closely related field
  • A minimum of 10 years technical and/or field experience in complex environmental planning projects
  • Proficiency with MS Office Suite
  • Self-starter with excellent writing and communication skills
  • Strong conceptual, organizational, problem-solving and research abilities
  • Technical and/or field experience dealing with environmental impact issues, associated permit processes and documentation preparation/review
  • An attitude and commitment to being an active participant of our employee-owned culture is a must
