Job summary

Westwood Professional Services, Inc. seeks an Environmental Permitting Lead to serve as the technical lead and project manager for permitting and regulatory compliance on electric transmission, distribution, substations, and utility infrastructure projects.

You will guide permitting strategies, coordinate with agencies, mentor staff, and support business development while keeping projects on schedule and within budget.

Qualifications

• Bachelor's degree required in environmental science, planning, natural resources, biology, ecology, environmental engineering, or related field.
• 8+ years of environmental permitting experience supporting utility and energy projects in the Northeast United States.
• Experience leading permitting efforts for transmission, distribution, substation, renewable energy, or power delivery projects.
• Strong knowledge of federal, state, and local environmental regulations and permitting frameworks.
• Experience coordinating with regulatory agencies (USACE, USFWS, state environmental agencies, local jurisdictions).
• Ability to manage multiple projects and priorities while maintaining schedule and budget.
• Understanding of NEPA, Clean Water Act, Endangered Species Act, and related permitting requirements.
• Ability to lead multidisciplinary project teams and coordinate technical resources across projects.
• Strong communication and leadership skills for agency meetings, client discussions, and project coordination.
• Proficiency with Microsoft Office and permitting documentation workflows.

Responsibilities

• Lead proposal development, scope development, and project pursuit activities related to environmental permitting services.
• Oversee environmental permitting efforts across multiple concurrent power delivery projects with technical ownership of strategies.
• Develop and execute permitting plans for transmission lines, substations, distribution systems, and renewable energy facilities.
• Coordinate with project teams and regulatory agencies throughout project development and execution.
• Identify risks, schedule constraints, and regulatory challenges; develop mitigation strategies.
• Lead client meetings, agency consultations, and stakeholder discussions on permitting requirements and approvals.
• Monitor permitting performance, schedules, budgets, and agency commitments; provide status updates.
• Oversee QA/QC of permitting deliverables to ensure accuracy and compliance.
• Mentor environmental staff regarding permitting regulations and workflows.
• Support construction and post-permit compliance activities including permit condition tracking.
