This position is open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Mission: CDPH works with communities and partners to create an equitable, safe, resilient and Healthy Chicago.


Under general supervision, the Senior Environmental Inspector inspects sources of air and noise emissions, waste disposal sites, recycling facilities and other industrial facility sources of environmental pollution, asbestos inspections related to demolition and renovation work with a focus on hazardous material spills.This position is also responsible for issuing citations and providing court testimony regarding code violations and regulations designed to protect the safety of citizens living within the city. Based on an applicant's past work experience, the selected candidate may focus primarily on hazardous materials facilities and response, waste/recycling or asbestos.


ESSENTIAL DUTIES




  • Conducts inspections of various industrial facilities, demolition and waste disposal sites, recyclers, gas stations, motor vehicle repair shops and other businesses to ensure compliance with environmental regulations

  • Visits field sites to conduct air and noise emissions tests using technical field instrumentation and photographic equipment

  • Prepares and updates inspection activity reports using a computer in the field

  • Participates in investigations of alleged sources of toxic pollution

  • Collects samples of suspected hazardous materials and submits for laboratory analysis

  • Responds to complaints concerning alleged sources of environmental pollution

  • Collects environmental samples for various media and completes/maintains chain-of custody

  • Interviews complainants and conducts investigations to determine whether a violation has occurred

  • Issues citations to violators of the municipal code

  • Appears in court to provide testimony pertaining to alleged violations

  • Performs oversight during emergency hazardous materials spills working with the Chicago Fire Department and City emergency response contractors

  • Performs follow-up inspections of emergency incidents and routine inspection sites to ensure infractions have been corrected

  • Assists in determining ownership of buildings where suspected hazardous materials are present

  • Works with and takes direction from assigned supervisors and management team

  • Completes training and other certifications, as required by delegating agencies or grant conditions; this may include, but is not limited to State of Illinois Solid Waste Inspector or 40 hour HAZWOPER training.




    • Hazardous Materials Facilities and Spill Response Inspector - CDPH inspects a variety of properties that may have hazardous materials on premises and are required to report hazardous chemicals it uses and store it safely.Also, as part of demolition, all hazardous materials (including Universal Waste) must be removed prior to building demolition.When hazardous materials are reported spilled or abandoned, CDPH will send an inspector to determine the nature of chemicals and assist the Chicago Fire Department to protect public safety and the environment.Qualified and successful candidates will primarily work on sites that may involve hazardous materials as well as general duties as a Department Liaison.

    • Waste/Recycling Inspector - CDPH inspects waste and recycling facilities to ensure materials are appropriately managed to protect human health and the environment.Inspections ensure facilities are permitted, only materials permitted are accepted and sites are maintained to effectively minimize impact to local residents. Qualified and successful candidates will primarily work on waste and recycling sites as well as general duties as a Department Liaison.





    • Asbestos Inspector - CDPH inspects a variety of properties prior to or during demolitions, it also may complete inspections prior or during renovation at schools, industrial, commercial and institutional facilities. Qualified and successful candidates will primarily work on asbestos related sites as well as general duties as a Department Liaison.

Qualifications

*One year of experience in conducting environmental inspections, or an equivalent combination of training and experience


Licensure, Certification or Other Qualifications


*A valid State of Illinois driver's license is required


*Applicant may be required to use their personal automobile and may be asked to provide the department head with a certificate of insurance showing the City of Chicago as an additional insured on his/her personal policy at the required level of coverage


SELECTION REQUIREMENTS:


This position requires applicants to complete an interview which will include a test and written exercise and/or a skills assessment test as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.



Preference will be given to candidates possessing the following:



  • Previous experience with hazardous materials management and emergency response, tank operations, asbestos certification with building inspection experience or waste and environmental inspection experience.

  • Occupational Health and Safety Administration Hazardous Waste Operations and Emergency Response 40 Hour certification.

  • Previous experience in inspection of regulated/permitted facilities.

  • Previous experience in the environmental field.
