Job summary

Phillips 66 seeks a Senior Counsel to lead environmental and regulatory matters in our Houston office. You will provide day‑to‑day legal counsel to Refining and Midstream facilities, ensuring compliance with major environmental laws and guiding permitting and enforcement strategies.

The role requires a J.D. from an ABA‑accredited school, active U.S. bar membership, and 8+ years of related experience in health, safety, environmental regulatory, and operational matters.

Qualifications

• J.D. degree from a law school accredited by the ABA.
• Active bar admission in good standing in the U.S.

Responsibilities

• Provide day-to-day legal advice to Refining and Midstream on environmental and regulatory issues.
• Counsel on compliance with environmental and safety laws including Clean Air Act, Clean Water Act, RCRA, and PHMSA.
• Advise on permitting, enforcement matters, and land use, air, and water quality issues.
• Participate in enforcement discussions with state and federal regulators for favorable resolutions.
• Assist with environmental due diligence during transactions and review liability provisions.
• Be on call during Crisis Management situations.
