Job summary

The Maryland Department of the Environment (MDE) invites you to join the Water and Science Administration as a Deputy Program Manager. You will lead enforcement and compliance across industrial pretreatment, permits, wetlands, stormwater, and related regulatory areas.

Responsibilities include policy development, managing sensitive enforcement issues, and supervising a large workforce while guiding day‑to‑day operations and procurements.

Qualifications

• Bachelor's degree with 30 credits in engineering, biology, environmental or related disciplines or Environmental Law/Public Policy.
• Six years supervising professional staff in an environmental field or as an environmental project manager.
• Substitution: professional/scientific experience may replace education on a year-for-year basis.
• Substitution: Professional Engineer registration may substitute for the degree.
• Additional experience in environmental fields may substitute for specialized credits.

Responsibilities

• Develop and implement compliance policies and enforcement actions for the program.
• Oversee day‑to‑day activities, including requisitions and procurements.
• Manage field monitoring, regulatory compliance, and legal enforcement functions.
• Lead enforcement negotiations with clients or violators and supervise staff.
