The Maryland Department of the Environment (MDE) invites you to join the Water and Science Administration as a Deputy Program Manager. You will lead enforcement and compliance across industrial pretreatment, permits, wetlands, stormwater, and related regulatory areas.

Responsibilities include policy development, managing sensitive enforcement issues, and supervising a large workforce while guiding day‑to‑day operations and procurements.

Qualifications

• Bachelor's degree with 30 credits in engineering, biology, environmental or related disciplines or Environmental Law/Public Policy.
• Six years supervising professional staff in an environmental field or as an environmental project manager.
• Substitution: professional/scientific experience may replace education on a year-for-year basis.
• Substitution: Professional Engineer registration may substitute for the degree.
• Additional experience in environmental fields may substitute for specialized credits.

Main Purpose of Job

The Deputy Program Manager will be responsible for enforcing State laws and regulations through the management and administration of numerous regulatory services. Through the application of high‑level technical and policy expertise, the incumbent will manage compliance services, field monitoring activities, regulatory compliance, and legal enforcement functions associated with industrial pretreatment; NPDES/State discharge permits; tidal and nontidal wetland permits and licenses; sediment and erosion control approvals; stormwater management approvals; appropriation permits; well and septic system approvals; and waterway and dam construction permits. The WSA Compliance Program is one of the most diverse and complex programs within MDE.

Key responsibilities include developing and implementing compliance policies, managing sensitive and controversial enforcement issues, negotiating enforcement actions with clients and/or violators, and supervising a large and diverse workforce. The Deputy Program Manager will also oversee the program’s day‑to‑day activities, including approving requisitions and managing procurements.

The incumbent will be required to drive a State vehicle. If you hold an out‑of‑state driver’s license, you must provide a certified copy of your driving record from the issuing state’s Motor Vehicle Administration at the time of hire. All individuals must maintain a driver's license with no more than 5 points on their driving record to operate a State vehicle.

Minimum Qualifications

• Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in engineering, biological, environmental, physical sciences or other appropriate technical education, or possession of a Bachelor's degree from an accredited college or university in Environmental Law or Environmental Public Policy or other appropriate related degree.
• Six (6) years of experience supervising a professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products.

Notes:

• Professional or scientific experience related to natural resources, environment or public health may be substituted on a year‑for‑year basis for education.
• Registration as a Professional Engineer may be substituted for the required education.
• One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.

Desired or Preferred Qualifications

• Experience with NPDES compliance.
• Experience with enforcement of environmental laws and regulations.
• Experience working on cases with the Office of the Attorney General.
• Experience with wetlands and sediment control laws.
