Job summary

The Maryland Department of the Environment is seeking a Deputy Program Manager to oversee the Compliance Program across multiple environmental areas, including industrial pretreatment, NPDES/state discharge permits, wetlands, sediment control, and stormwater approvals.

Responsibilities include developing compliance policies, managing sensitive enforcement matters, and supervising a diverse workforce while overseeing day-to-day operations and procurement processes.

Qualifications

  • Six (6) years of experience supervising a professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products.
  • Professional or scientific experience related to natural resources, environment or public health may be substituted on a year-for-year basis for education.
  • Registration as a Professional Engineer may be substituted for the required education.
  • One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.

Main Purpose of Job

The Deputy Program Manager will be responsible for enforcing State laws and regulations through the management and administration of numerous regulatory services. Through the application of high-level technical and policy expertise, the incumbent will manage compliance services, field monitoring activities, regulatory compliance, and legal enforcement functions associated with industrial pretreatment; NPDES/State discharge permits; tidal and nontidal wetland permits and licenses; sediment and erosion control approvals; stormwater management approvals; appropriation permits; well and septic system approvals; and waterway and dam construction permits. The WSA Compliance Program is one of the most diverse and complex programs within MDE.

Key responsibilities include developing and implementing compliance policies, managing sensitive and controversial enforcement issues, negotiating enforcement actions with clients and/or violators, and supervising a large and diverse workforce. The Deputy Program Manager will also oversee the program’s day-to-day activities, including approving requisitions and managing procurements.

The incumbent will be required to drive a State vehicle. If you hold an out-of-state driver’s license, you must provide a certified copy of your driving record from the issuing state’s Motor Vehicle Administration at the time of hire. All individuals must maintain a driver's license with no more than 5 points on their driving record to operate a State vehicle.

Minimum Qualifications

EDUCATION: Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in engineering, biological, environmental, physical sciences or other appropriate technical education, or possession of a Bachelor's degree from an accredited college or university in Environmental Law or Environmental Public Policy or other appropriate related degree.

EXPERIENCE: Six (6) years of experience supervising a professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products.

Desired Or Preferred Qualifications

It is preferred that the selected candidate has the following:

  • Experience with NPDES compliance;
  • Experience with enforcement of environmental laws and regulations;
  • Experience working on cases with the Office of the Attorney General;
  • Experience with wetlands and sediment control laws.
