Serving as the technical anchor for spatial data quality, the developer will lead quarterly ETL ingestion into DOT SQL Server using Python, ArcPy, SQL scripts, GBAT validation, and ArcGIS Pro visual inspection. In addition to overseeing data pipelines, the role collaborates directly with software development teams to integrate updated location processing concepts across key enterprise platforms, resolve legacy data issues, and design supplemental data structures to support evolving municipal business requirements across all interconnected DOT applications. The candidate will also be responsible for building critical internal and external facing map focused applications on ESRI Enterprise Portal and ArcGIS Online platforms.

Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification requirements.
To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.
GIS & Spatial Technologies: Expert proficiency with ArcGIS Pro, enterprise geodatabases (SQL Server backend), ArcPy, and DCP GeoSupport / LION data structures, ArcGIS Survey123, Experience Builder, Field Maps. Data Pipelines & Scripting: Strong expertise in Python scripting, ArcPy automation, SQL Server development, and standard ETL processes. Testing & QA Tools: Hands‑on experience with GBAT (GeoSupport Batch Application Tool) for data verification and visual spatial inspection. Domain Expertise: Experience integrating spatial data into enterprise permitting, pavement management, or municipal application ecosystems. Collaboration: Excellent writing and strong organizational skills.
