Qualifications

• Bachelor's degree or higher in information systems, computer science, engineering, business, finance, economics, public administration, or a related field.
• At least 10 years of professional experience supporting federal IT, enterprise architecture, IT investment management, CPIC, IT portfolio management, IT financial management, PPBE, budgeting, or related CIO/OCIO functions.
• At least 5 years of direct experience leading or supporting CPIC, IT portfolio management, IT investment management, enterprise architecture, or federal IT budget and financial-management initiatives.
• Demonstrated experience with federal CIO/OCIO organizations and enterprise architecture offices.
• Strong knowledge of CPIC processes, IT investment lifecycle management, and portfolio analysis.
• Experience with PPBE concepts and federal IT budget formulation, programming, execution, spend planning, and variance analysis.
• Ability to translate complex portfolio and financial data into practical, decision-ready recommendations.
• Proficiency with Excel, PowerPoint, and data-visualization tools; ability to communicate with senior leaders.

Responsibilities

• Lead and support CPIC, IT portfolio management, IT investment management, and IT financial-management activities for a federal CIO/OCIO or equivalent organization.
• Advise Government stakeholders on alignment of mission strategy, capabilities, architecture, roadmaps, IT investments, budget priorities, and acquisition strategies.
• Support the full IT investment lifecycle from identification to retirement or consolidation decisions.
• Apply enterprise architecture principles to assess impacts on business, data, applications, technology, and security.
• Develop and maintain enterprise artifacts, roadmaps, and transition plans; provide governance and performance analyses.
• Analyze cost, schedule, risk, and total cost of ownership for IT investments; prepare executive briefings and documentation.
• Support PPBE activities including budget formulation, programming, execution monitoring, and spend-plan development.
• Coordinate with program offices, financial-management organizations, acquisition offices, cybersecurity, data teams, and technical teams.
