Job description

The City of Redmond is seeking a highly skilled and motivated Senior Engineering Technician to join our Public Works - Traffic Operations Safety and Engineering team. As a Senior Engineering Technician, you will play a crucial role in managing the City's Rights-of-Way and ensuring compliance with relevant regulations and agreements. This position involves a combination of office-based tasks, such as plan reviews and permit processing, as well as field inspections of construction projects.


In this role, you will contribute to various municipal engineering activities and contract administration, requiring both technical proficiency and strong interpersonal skills. The ability to effectively organize and prioritize work, as well as lead other technicians on specific projects, is crucial. Your advanced skills will be utilized to handle unusual or irregular situations that may arise during engineering and construction activities.


The Senior Engineering Technician position entails performing highly complex technical tasks to support a range of engineering work, including traffic control, construction, and right-of-way permitting. While expertise in traffic control is not a requirement, a solid understanding of transportation construction, such as roads, streets, sidewalks, and the potential impact of underground utilities on these infrastructure elements, is essential to identify and address potential issues proactively.


As a Senior Engineering Technician, you will play a vital role in developing consistent standards and procedures, contributing to the improvement of City services and procedures in the development review process. This position involves extensive collaboration and coordination with other City employees and departments, ensuring seamless execution of engineering and construction activities.

If selected for this role, here are a few of the key responsibilities:

  • Conduct plan reviews for traffic control, construction, and right-of-way permit processing, including interaction with Energov software and calculations of invoices and bond values.
  • Perform field inspections of transportation construction projects, including roads, streets, sidewalks, and utilities installations, ensuring compliance with plans and specifications.
  • Manage Telecommunications Master Permit agreements, reviewing applications for compliance with the Redmond Municipal code and agreement requirements.
  • Review engineering quantities and calculations to establish cost estimates for bonding purposes.
  • Track various agreements, liability insurance certificates, and financial guarantees (cash and performance bonds), maintaining files, documents, maps, and as-built records.
  • Coordinate the review and approval of Right-of-Way applications related to telecommunications and franchise utilities.
  • Review permit applications for compliance and create invoices, as well as issue permits.
  • Collaborate and communicate with telecommunications companies, franchise utilities, developers, businesses, residents, and external agencies.
  • Possess in-depth knowledge of codes and requirements associated with agreements and permits.
  • Clearly communicate technical information, both verbally and in written form, regarding the agreement and permit application process and requirements.
  • Demonstrate strong organizational skills, ability to prioritize and manage a high volume of work and contacts.
  • Act as a subject matter expert (SME) in using Energov software.
  • Experienced in managing Bluebeam Revu Sessions and SharePoint.
  • Utilize GIS applications to verify right-of-way, utility easements, and private property boundaries.
  • Provide technical support and coordinate with construction review engineers, inspectors, and staff from Transportation and Planning departments.

Education and Experience

  • College-level course work or graduation from an accredited two-year college or university with a degree in drafting, engineering sciences or related field.
  • Seven (7) years experience in an engineering technician related field.
  • Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.

Licenses and Certificates

  • Valid Washington State Driver's License and a driving record that meets city standards.
  • This position is currently covered by a collective bargaining agreement.
