Job summary

Osceola County Government is seeking an experienced HR professional to provide expert guidance on employee and labor relations. The role reviews disciplinary actions for fairness, maintains tracking systems, and coaches managers on progressive discipline across departments.

It also manages grievances, investigates complaints, participates in union-management activities, assists in negotiations, and helps develop HR policies and performance management programs.

Qualifications

• Bachelor’s degree required in a relevant field.
• Minimum of three years of experience in employee and labor relations.
• Experience in a municipal, county, or public sector environment preferred.
• Valid Florida driver's license is required.

Responsibilities

• Review proposed disciplinary actions for consistency and policy alignment.
• Maintain a comprehensive disciplinary tracking system with records.
• Coach supervisors on progressive discipline and performance plans.
• Analyze history to advise on appropriate discipline levels.
• Manage grievance procedures across bargaining agreements and county policies.
• Investigate employee relations complaints with proper documentation.
• Participate in union-management and labor-management meetings as a representative.
• Assist in collective bargaining negotiations and cost proposals.
• Provide guidance on contract interpretation to managers and HR staff.
• Develop, review, and implement HR policies and procedures.
• Oversee performance management, including probationary reviews and evaluations.
• Develop employee relations training programs for supervisors.
