Qualifications

• 10 years of professional work experience.
• 6 years of relevant experience in emergency management, public safety communications, homeland security and emergency preparedness.
• Bachelor’s Degree (minimum) required with at least 18 years of professional experience or Master’s Degree with at least 10 years of professional experience.
• U.S. Citizenship only with ability to obtain/public trust clearance.
• Knowledge of emergency communications, public alerting and warning systems, interoperability, or related public safety systems.
• Experience assessing operational environments and identifying opportunities to improve technology adoption, integration, and readiness.
• Flexible and capable of managing multiple tasks in a dynamic, complex environment.
• Outstanding written and oral communication and collaboration skills; strong leadership potential.
• Ability to work remotely and in-person across the DC metro area.

Responsibilities

• Identify operational needs and requirements with diverse stakeholders across federal, state, tribal, and local levels.
• Assess emergency communications, public warning systems, and related technology infrastructures for effectiveness and readiness.
• Evaluate implementation, interoperability, and situational awareness of emergency management technologies.
• Assess compatibility and integration of technology solutions within emergency management environments.
• Facilitate stakeholder interviews, workshops, and site visits to validate findings.
• Provide guidance and training on technology adoption and operational best practices.
