Job summary

Horrocks is seeking a Professional Engineer – Senior Drainage Engineer / Project Manager in Spokane, WA. You will lead drainage and flood control projects within the Transportation team, coordinating with clients and internal staff to deliver design plans, reports, and budgets.

The role requires PE licensure and extensive hydraulics experience, with a focus on delivering timely, compliant, and cost-effective drainage solutions for public agencies and utilities.

Qualifications

• Bachelor’s degree in civil engineering from an accredited college or university.
• PE licensure is required.
• 5–15+ years of professional hydraulics design experience.

Responsibilities

• Manage and design local flood control projects and perform engineering tasks (regional flood control facility design, roadway drainage design, utilities coordination, hydrologic and hydraulic analyses).
• Prepare clear studies, reports, construction plans, specifications, and cost estimates for transportation projects.
• Interface with federal, state, and local agencies and ensure compliance with standards.
• Coordinate and lead meetings with project stakeholders; provide project oversight and budget tracking.
