Position Summary

The Senior Drainage and Development Engineer manages the City’s drainage program, including drainage CIP projects, private development reviews, stormwater/floodplain coordination, and drainage-related grants. The position reviews plans and studies, manages projects from design through construction, coordinates with consultants, contractors, developers, and City staff, and ensures compliance with City standards, ordinances, and applicable regulations.

Responsibilities
  • Manages the City’s creekbank/streambank erosion mitigation assistance program, including public outreach, application review, site inspections, scoring, cost estimating, resident coordination, agreement coordination, procurement support, design and construction management, and project inspection and acceptance.
  • Manages drainage capital improvement projects, including projects identified through the Drainage Master Plan, flooding mitigation projects, stormwater infrastructure improvements, and City-initiated streambank erosion mitigation projects.
  • Assists with preparing, monitoring, and managing the Drainage Fund budget, including project cost estimates, funding needs, reimbursements, and budget-related documentation.
  • Reviews private development drainage and floodplain submittals, including civil construction plans, drainage studies, hydrologic and hydraulic analyses, stormwater infrastructure design, erosion and sediment control plans, floodplain development permits, and preliminary and final plats.
  • Supervises and provides technical direction to the Drainage Engineer Assistant, including assigning, reviewing, and providing guidance on drainage reviews, development applications, inspections, resident drainage concerns, and related engineering tasks.
  • Supports the Planning and Zoning Commission process by attending meetings as needed and providing technical support on drainage, floodplain, stormwater, and development-related items.
  • Responds to drainage, flooding, and erosion concerns by inspecting areas of concern, evaluating drainage conditions, responding to resident and internal inquiries, and providing technical recommendations.
  • Supports compliance and regulatory coordination related to drainage, stormwater, erosion control, and construction activities, including coordination with TCEQ requirements, NCTCOG Standards, stormwater pollution prevention practices, construction site runoff controls, and other applicable environmental regulations.
  • Provides technical and management support to drainage maintenance staff and contractors for creek maintenance, stormwater infrastructure, detention ponds, inlets, open channels, storm sewers, and culverts.
  • Prepares technical documentation, including technical reports, memos, staff reports, presentations, cost estimates, reimbursement documents, and updates to GIS maps and drainage infrastructure records.
  • Identifies, supports, and manages grant opportunities related to drainage, flooding, stormwater, streambank erosion, environmental control, and infrastructure improvements, including preparing technical information, cost estimates, project descriptions, supporting documentation, reimbursement requests, and coordination with funding agencies.
  • Manages and oversees the issuance of right-of-way (ROW) permits and franchise utility permits, including permit review, utility coordination, field inspection oversight, compliance verification, and final permit closeout through the assigned Engineering Assistant and ROW Inspector.
  • Performs other related duties as assigned by the City Engineer or designee based on departmental needs and workload.
Qualifications
  • Bachelor’s degree in civil engineering or water resources engineering or other closely related field
  • Five (5) years of related work experience;
  • Must possess a Professional Engineer (PE) License issued by the Texas Board of Professional Engineers and Land Surveyors, or the ability to obtain it within six (6) months of hire date;
  • Certifications: Certified Floodplain Manager certification would be preferred but not required
  • Or equivalent training, education, and/or experience; and
  • Valid Driver’s License.
  • Must be physically capable of moving about on construction work sites and under adverse field conditions.
Knowledge and Abilities
  • Knowledge of City policies and procedures;
  • Extensive knowledge of civil engineering principles and practices;
  • Ability to conduct necessary engineering research and compile comprehensive reports;
  • Knowledge of engineering related computer applications such as Bluebeam and GIS systems as well as commonly used civil engineering software;
  • Knowledge of private development permitting processes;
  • Knowledge of floodplain and stormwater management programs;
  • Skill in civil engineering project management;
  • Skill in communicating effectively both orally and in writing; and
  • Ability to establish and maintain working relationships with City administration, other employees, and the general public.
