Job summary

Summit Point Raceway Associates, INC. is seeking a Program Manager to lead complex DoD training and range programs. You will oversee performance, cost, schedule, quality, staffing, and compliance while coordinating with Government representatives and partners.

The ideal candidate has extensive DoD program leadership experience, is comfortable directing multidisciplinary teams in regulated, security-conscious environments, and can transition programs from mobilization to steady operations.

Qualifications

• Bachelor's degree in engineering, business, management, or related field.
• 12+ years supporting DoD programs, with at least 3 years in a senior program leadership role.
• Active Top Secret/SCI clearance.
• Experience managing complex DoD contracts, schedules, and budgets.
• Experience in training, range, operational, or similar DoD environments.
• Proven ability to lead multidisciplinary teams and juggle multiple priorities.
• Strong written and verbal communication with Government customers.

Responsibilities

• Lead overall program performance, cost, schedule, quality, staffing, and risk.
• Serve as primary contractor contact for Government representatives.
• Develop and maintain integrated program plans, schedules, milestones, risks, and deliverables.
• Coordinate site, infrastructure, security, safety, and readiness activities.
• Manage subcontractor performance and integrate technical contributions.
• Ensure compliance with contractual, Government, security, and regulatory requirements.
• Prepare program status reports, reviews, and decision-support materials.
• Coordinate with security to maintain required cleared staffing.
• Oversee program budgets, travel, invoicing, and contract administration.
• Implement and maintain program quality-control processes.
• Lead recruiting, staffing, and retention to meet qualifications.
