Scientific Research Corporation seeks a Senior Financial & Budget Analyst to support the Office of the Under Secretary of Defense for Research & Engineering (OUSD R-E). This role coordinates financial data collection, aggregation, and quality reviews for annual and ad hoc requirements, serving as the internal staff coordinator for budget deliverables.

You will build relationships with government program managers, BizOps, and front office contacts to provide timely program-level financial

Qualifications

• 10+ years of DoD financial management experience.
• Familiarity with PPBE process and annual milestones in POM/PB cycles.
• Experience with RDTE funds and lifecycle constraints.
• Experience using DAI OBIEE for data queries and reporting.
• Experience using ADVANA for DAR-Q monitoring.
• Familiarity with MIPR generation and reconciliations.
• Familiarity with OSD/R&E and acquisition communities.
• Experience briefing executives (SES/General Officer).
• Experience with CATMS for HQ taskers.

Responsibilities

• Coordinate financial data collection, aggregation, and review for annual and ad hoc requirements.
• Serve as internal staff coordinator and action officer for financial deliverables.
• Maintain relationships with program managers and BizOps to provide timely financial information.
• Provide financial, technical, and grammatical review of R-2 submissions.
• Monitor year-to-date execution and respond to legislative RFIs.
• Support budget documentation cycles (POM/PB).
• Leverage CATMS and MS Office for presentations and reports.
