Program Management Solutions LLC in Falls Church, Virginia seeks a Database Engineer who owns the design, performance, availability, security, and integrity of the MEDXS/MEDEX database tier, including large-scale DoD healthcare databases holding PHI. This role combines senior database administration with database engineering for schema design, replication, and high availability.

Primary duty station is Defense Health Headquarters; on-site presence is required; telework is not guaranteed.

Qualifications

Bachelor's Degree in Computer Science or Information Technology from an accredited institution.
Minimum eight (8) years of database administration and/or database engineering experience.
Professional database administrator certification (Oracle or Microsoft SQL Server) in good standing.
Experience managing large-scale, highly available DoD healthcare databases.
Ability to obtain and maintain the required security clearance and IT-I designation.

Responsibilities

Administer, engineer, and sustain all production, test, development, and disaster recovery database instances (Oracle and SQL Server).
Design and maintain logical/physical database architecture, including schema design and indexing strategy.
Engineer high availability and disaster recovery architecture (Data Guard, RAC, Always On, etc.).
Own backup and recovery engineering with tested restore procedures and RPO/RTO objectives.
Perform advanced performance tuning, SQL/PLSQL/T-SQL optimization, and workload modeling.
Implement database security per DISA STIGs, encryption, access controls, auditing.
Configure audit trails for RMF and HIPAA safeguards; support data calls with evidence.
Remediate STIG findings and support POA&M closures.
Plan patching, security updates, and migrations with rollback plans.
Manage data movement between theater and enterprise repositories (ETL/ELT, replication).
Support release engineering with change scripts and version-controlled baselines.
Monitor health, capacity, and growth; forecast storage and licensing needs.
Collaborate on data quality, data dictionary, retention, and reporting performance.
Develop and maintain database documentation and recovery playbooks.
Provide senior technical support during incident response and on-call rotations.
