Job summary

ADP, Inc. seeks a Contract Specialist II embedded with the Contracting and Logistics Department (Code 400) at Portsmouth Naval Shipyard, Kittery, ME. You’ll support planning, soliciting, awarding, and administering fixed‑price and cost contracts for goods and IT, in accordance with FAR/DFARS and local policies.

The role requires 5+ years of contracting experience, DAWIA/FAC‑C‑DoD equivalent, and strong Excel skills. On‑site schedule, with standard 40‑hour work week and ET hours.

Qualifications

• Five (5) years of Government contracting experience across commercial and non‑commercial services.
• DAWIA Contracting Professional certification or equivalent.
• Expert knowledge of Federal contracting law, regulation, policies and precedents.
• Proficiency with e‑procurement tools and electronic systems.

Responsibilities

• Provide cradle‑to‑grave contracting support for complex procurements.
• Perform pricing analyses using advanced Excel functions and large datasets.
• Assist in IGEs, market research, and acquisition strategy preparation.
• Draft RFQs, RFPs, and Combined Synopsis/Solicitations with terms and conditions.
• Verify funds availability and obtain legal concurrence before release.
