Job summary

ADP, Inc. seeks a Program Manager at Portsmouth Naval Shipyard, Kittery, ME to lead contracting activities embedded within the Contracting and Logistics Department.

You will oversee workload, maintain quality control, and serve as the main liaison for the COR and TPOC across the full lifecycle of complex acquisitions. The role requires eight+ years in government contracting, DAWIA certifications, and strong MS 365/Excel skills, with on-site work at NISY Portmouth Naval Shipyard.

Qualifications

• Eight years of Government contracting experience, including various contract types.
• DAWIA Contracting Professional certification or equivalent.
• Proficiency in Microsoft 365 and advanced Excel functions.
• Ability to obtain and maintain a favorable background investigation (NACI).

Responsibilities

• Serve as contract manager with authority to act for the company on contract matters; respond 0600–1700 ET, Mon–Fri.
• Receive and assign acquisition packages; disseminate work to contracted staff.
• Maintain Quality Control Plan and program; prevent recurrence of defects.
• Attend post-award conferences and meetings with COR and Government personnel.
• Enter contractor time into timekeeping systems; monitor telework eligibility.
• Provide cradle-to-grave contracting support for complex acquisitions; prepare RFQs/RFPs.
• Assist in evaluating processes; develop source selections and documentation.
• Prepare award documents; designate COR, input awards into FPDS-NG.
• Provide training and knowledge sharing; mentor staff.
