Job summary

CRL Technologies, Inc. is seeking a Senior Program Analyst to analyze, plan, and manage procurement and contractual actions in support of DoD programs. The role requires coordinating with technical leads, preparing PR packages, and ensuring compliance with SOWs, CDRLs, and funding.

Qualifications

• Bachelor’s Degree from an accredited college or university.
• Five (5) or more years of experience with federal acquisition process.
• Proficient in all Microsoft Office products (Outlook, Word, Excel, PowerPoint).
• Strong oral and written communication skills.
• Knowledge of Navy contracts, security and finance processes.
• Experience in a dynamic, schedule-constrained, complex security environment and ability to respond to drills quickly.
• Allowable Experience/Education Substitutions: Experience cannot be substituted for education.
• Security Clearance Required: A Final Top-Secret Clearance.

Responsibilities

• Analyze, evaluate, and provide recommendations for procurement and contractual actions.
• Coordinate with technical leads to support pre-acquisition and post-acquisition planning and implementation.
• Prepare and facilitate signature of Procurement Request (PR) packages for contracts and Government activities.
• Review Statements of Work (SOWs), Specifications and CDLS; coordinate with the finance team to identify funding.
• Ensure procurement packages are complete and track through the approval process with multiple teams.
• Coordinate with technical leads to respond to information requests regarding procurement packages.
• Track procurement milestones and monitor contract expenditures and spend plans.
• Develop detailed spend plans at task and program levels.
• Monitor funding obligations and expenditures and period of performance issues with contractors.
