Located in Baltimore’s cultural center near the historic Mount Vernon neighborhood, UMMC Midtown Campus is a 180-bed, community teaching hospital focusing on managing chronic diseases such as diabetes, hypertension, pulmonary conditions, and infectious diseases.

Job Description

General Summary

Lead the UMMC Project Development department and staff in capital budget development, planning and design standards, construction, project development, and oversight of real estate services for UMMC Downtown and Midtown Campuses. Provide technical guidance on healthcare architecture, engineering design, project management, construction, and commissioning. Manage active projects to ensure resource optimization and minimal disruption to hospital operations, delivering projects on time, within scope, and budget. As part of the leadership team, ensure the environment of care within the hospital.

This position reports to the UMMC-DTC VP of Operations and is accountable to the on-site leadership at the Midtown campus for services at that site.

Principal Responsibilities and Tasks

The following describes the general nature and level of work. It is not an exhaustive list.

  1. Capital Project Management: Lead project teams from design through construction, commissioning, activation, and occupancy. Ensure projects meet schedule, cost, and organizational goals. Provide guidance and oversight to staff, consultants, contractors, and stakeholders.
  2. Strategic Facilities Master Planning and Space Management: Lead efforts related to the Facilities Master Plan, including construction, carbon neutrality initiatives, site selection, and engineering activities.
  3. Real Estate: Oversee all space-related leases and management of off-site spaces.
  4. Capital Administration: Develop and implement project administration processes. Lead the five-year and annual capital plans, and participate in the Capital Committee to guide infrastructure needs.
  5. Resource Management: Monitor budgets, oversee departmental staff, and project future resource needs.
  6. Safety and Standards Compliance: Ensure design standards, regulatory compliance, and safety protocols are maintained and enforced.
  7. Minority Business Enterprise Performance: Oversee minority business participation in construction projects.
  8. Customer Satisfaction: Measure and improve stakeholder satisfaction and maintain relationships with internal and external partners.

Qualifications

  1. Education and Experience: Bachelor's in Engineering, Architecture, or related field; professional engineer registration preferred. Minimum 10 years in design, construction, or engineering, with 5 years in complex project management in healthcare or academia, including supervisory experience.
  2. Knowledge: Mechanical and electrical systems, codes, industry standards, CAD, and computer applications. Strong problem-solving, communication, and interpersonal skills.

Knowledge, Skills, and Abilities

  1. Expertise in facilities planning, architectural/engineering, construction, and interior design.
  2. Proficiency with PC software, scheduling, and CAD programs.
  3. Knowledge of hospital design, codes, and regulations.
  4. Strong management, budgeting, and communication skills.

Compensation

  • Pay Range: $88,000 - $130,000
