Job summary

Mission Healthcare, a leading home health and hospice provider, seeks a Senior Contract & Regulatory Lead to oversee contract lifecycle, licensing, and regulatory compliance across multi-state operations.

Responsibilities include negotiating vendor and clinical agreements, managing CMS CoPs enrollment and revalidation, state licensure processes, and ensuring compliant documentation and audits.

Qualifications

  • Bachelor’s degree in healthcare administration, business, legal studies, or related field.
  • 8+ years in home health contracting, licensing, or healthcare regulatory administration.
  • Experience with CMS CoPs, Medicare enrollment, and state licensing requirements.
  • Ability to manage multiple states/markets simultaneously.
  • Strong contract review and negotiation experience.

Pay range (depending on experience):

$130,000 - 140,000/yr + additional bonus earnings potential

Responsibilities:
Contract management:
  • Provide oversight of the contract lifecycle from initiation through execution.
  • Review, negotiate, and finalize vendor, service, client, and licensing agreements.
  • Partner with legal and finance teams to identify and mitigate contract risks.
  • Maintain contract databases and tracking systems.
  • Monitor contract compliance, service levels, payment terms, and deliverables.
  • Develop and improve contract management processes to increase efficiency and effectiveness.
Medical Director & Professional Service Agreements
  • Coordinate and manage Medical Director agreements in compliance including overseeing Anti‑Kickback Statute, Stark Law, and Fair Market Value (FMV) requirements.
  • Oversee contracting for Medical Directors and other clinical professional services.
  • Track contract terms, renewals, compensation limits, and regulatory compliance documentation.
Licensing & Regulatory Compliance (Overseeing the team)
State Licensing
  • Manage all home health and hospice agency licensure across applicable states, including initial licensure, renewals, changes of ownership (CHOW), location changes, and scope‑of‑service modifications.
  • Act as primary contact with state health departments and licensing agencies.
  • Maintain licensing documentation and ensure timely submissions.
Federal Certification & Accreditation
  • Support CMS certification processes and filings, including Medicare enrollment (CMS‑855A), revalidation activities, and change notifications.
  • Coordinate accreditation activities with agencies such as CHAP, ACHC, and Joint Commission.
  • Prepare and maintain survey readiness documentation related to contracts and licensing.
Governance, Documentation & Audit Readiness
  • Develop and maintain policies and procedures related to contracting, licensing, and regulatory compliance.
  • Create and oversee centralized contract and licensing repositories.
  • Support internal and external audits, surveys, and due diligence requests.
  • Provide compliance support during mergers, acquisitions, and market expansions.
  • Provide KPIs on success in contract management and timing on licensure.
Cross-Functional Collaboration
  • Partner with legal counsel on contract language and regulatory interpretation, compliance on regulatory risk mitigation, finance on reimbursement analysis and contract modeling, operations on market expansion and readiness, HR on physician contracting coordination (as applicable).
  • Provide leadership with regular reporting on contract status, risks, and licensing timelines.
Qualifications:
Required
  • Bachelor’s degree in Healthcare Administration, Business Administration, Legal Studies, or related field
  • 8+ years of experience in home health contracting, licensing, or healthcare regulatory administration
  • Working knowledge of CMS Conditions of Participation (CoPs), Medicare enrollment and revalidation, State home health licensing requirements, Payor contracting frameworks
  • Experience managing multiple states or markets simultaneously
  • Strong contract review and negotiation experience
  • Excellent organizational and project management skills
Preferred
  • Master’s degree (MHA, MBA, or JD)
  • Familiarity with value‑based care contracting
  • Experience with CHOWs, de novos, and acquisitions
  • Accreditation experience (CHAP, ACHC, Joint Commission)
