Job summary

City of New York Department of Homeless Services seeks an Associate Commissioner for the Joint Command Center, Public Partnerships and 311 Outreach Initiatives. You will provide executive leadership over policy, strategy and operations to ensure coordinated crisis response and proactive engagement with cross‑agency partners.

The role oversees public partnerships and five new warming center contracts, guides data governance with the Data Lab, and aligns outreach, housing placement and interagency

Qualifications

• Bachelor's degree from an accredited college or university and four years of progressively responsible experience in a large governmental agency or organization, including one year at the administrative or managerial level.
• Graduate education or a license may substitute for up to three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level.

Responsibilities

• Provide executive leadership over the policy, strategy and operations of the Joint Command Center and Public Partnership initiatives, establishing division-wide priorities and performance standards.
• Serve as the senior SHS policy and strategy lead for cross‑agency coordination with agencies such as Health & Hospitals, NYPD, DOHMH, HRA, DSNY, Parks, NYCHA, and partners.
• Oversee development and management of public partnerships and contracts to support warming centers and related services.
• Lead short‑ and long‑term planning to reduce street homelessness, focusing on entrenched or service‑resistant populations.
• Ensure data governance standards, data integrity, and analytics‑driven policy across JCC, outreach, housing placement, and partners.
