City of New York’s Department of Homeless Services seeks an Associate Commissioner for SHS Program Support, Outreach, and Capacity to provide executive leadership and oversee a broad portfolio of shelter and outreach contracts. The role will drive policy initiatives, quality assurance, and performance management, ensuring alignment with city requirements and audits.

Qualifications

• Requires a baccalaureate degree and four years of progressively responsible experience in a large governmental agency or comparable organization.

Responsabilités

• Provide senior level leadership and operational oversight of SHS programs, including housing and outreach initiatives.
• Oversee 66 contracts across 55 drop-in centers, 6 outreach providers, 5 subway outreach contracts, and related performance management.
• Develop budgets, policy, quality assurance, and contract amendments; ensure compliance and accountability.
• Lead division-wide crisis management and rapid response to emergencies and data requests.
• Coordinate RFP processes, procurement documents, and timelines with DSS offices for divisional needs.
• Collaborate with the Office of Legal Affairs on MOUs and interagency agreements; liaison for partner documents.
• Identify and pursue grants, oversee grant applications and compliance for awarded grants.
