Job summary

OCTA, LLC. seeks a Department Manager – Enterprise Cybersecurity to lead the organization’s cybersecurity program, guiding governance, risk management, security operations, and data protection across its technology and transportation systems in Orange County.

You will advise executive leadership, drive a mature, risk-based program, and oversee incident readiness, third-party risk, and secure adoption of cloud and emerging technologies while enabling OCTA’s public-service objectives.

Qualifications

• Bachelor’s degree in Computer Science, Mathematics, Business, or related field, or equivalent experience.
• Minimum eight years of related cybersecurity experience, with at least four years in management.
• Hands-on experience with security governance, risk management, operations, and incident response.
• Strong understanding of risks across cloud, on-prem, identity, OT, and critical infrastructure.
• Experience developing multi-year roadmaps and security programs.
• Security certifications (CISM, CISSP, CISA, GSNA, GSAE) are preferred.
• Advanced degree preferred.

Responsibilities

• Establish and lead enterprise cybersecurity strategy, governance, standards, and roadmaps.
• Direct risk management across cloud, on-prem, networks, and critical infrastructure.
• Advise executive leadership and board on posture, incidents, and investment priorities.
• Lead incident readiness, command, communications, and regulatory notifications.
• Oversee vulnerability management, least-privilege, and security monitoring practices.
• Direct data privacy and data classification programs and DLP considerations.
• Govern AI and emerging technologies with safeguards and oversight.
• Manage third-party and supply-chain cybersecurity risk and remediation.
