Qualifications

• 7+ years of experience in technical analysis or program support.
• Experience supporting federal government programs or large, complex organizations.
• Experience with Python and automating complex processes.
• Experience with budget analysis.
• Ability to translate business requirements into process improvements and actionable recommendations.
• Experience developing SOPs, workflows, user guides, and training materials.
• Strong facilitation, stakeholder management, and communication skills.
• Experience with data analysis, reporting, dashboards, and performance metrics.
• Familiarity with Agile environments and platforms like Jira, Azure DevOps, ServiceNow, Salesforce.
• Certifications such as CBAP, PMI-PBA, PMP, Lean Six Sigma, Scrum.

Responsibilities

• Analyze application data, reporting outputs, business rules, and system behavior to identify trends, resolve issues, and support informed decision-making.
• Develop SOPs, process documentation, user guides, training materials, and knowledge resources.
• Partner with NHLBI stakeholders to identify operational challenges, evaluate opportunities, and recommend practical solutions.
• Analyze current-state business processes and develop future-state workflows that improve effectiveness and user experience.
• Provide strategic recommendations to program leadership regarding process improvements and system enhancements.
• Support the development and implementation of tools, applications, and process improvements.
• Lead requirements elicitation, stakeholder engagement, and solution development.
• Coordinate testing activities including functional testing, UAT, and production validation.
• Develop executive briefings, dashboards, and stakeholder communications.
• Lead knowledge transfer, onboarding, and transition activities.
