Job summary

The CDC Foundation is seeking a Data Strategy Business Analyst to support the Massachusetts Department of Public Health's enterprise data modernization efforts, enabling secure data sharing and analytics.

The role requires strong requirements management, SQL, and BI tool experience in a hybrid Massachusetts setting, with collaboration across epidemiologists, program managers, and data engineers.

Qualifications

• Bachelor's degree in business administration, information systems, computer science, public health, data science, or a related field.
• At least four (4) years of professional experience in business analysis, requirements gathering, or data management.
• Experience documenting and validating business and functional requirements.
• Knowledge of BA methodologies, process mapping, workflows, and requirements management.
• Experience facilitating stakeholder interviews, workshops, and discovery sessions.
• Familiarity with relational databases and SQL; experience with modern data technologies (Snowflake, cloud platforms).
• Experience with BI tools (Tableau, Power BI) and analytical environments (R or SAS).
• Experience working in Agile or related project management methodologies.

Responsibilities

• Conduct business discovery to understand public health data workflows and needs across DPH programs.
• Document current-state processes, data flows, and functional requirements; translate into technical specs.
• Support onboarding of data sources to the Enterprise Data Platform and coordinate with technical teams.
• Collaborate with epidemiologists, program managers, data stewards, and engineers throughout projects.
• Facilitate stakeholder interviews and develop documentation including process maps, user stories, and presentations.
• Assist in designing enterprise data products, dashboards, reports, and self-service analytics.
