Job summary

Invictus is seeking an experienced Program Manager to lead a large enterprise cybersecurity services program for the National Reconnaissance Office (NRO) in Chantilly, VA. The role directs all contract activities, budget, and schedule across cybersecurity, service maintenance, and surge support at CONUS and OCONUS sites.

You will manage cost, schedule, and performance, liaise with the Contracting Officer and COTR, and drive continuous improvement while ensuring 24x7 readiness and COOP planning.

Qualifications

• PMI PMP certification required.
• Bachelor's degree in CS/Cybersecurity/IT or related field and one of CISSP/CISM/CCISO/GCDA/Security+ CE/CySA+ or equivalent.
• 5+ years of program management with IT services.
• Active TS/SCI with CI polygraph.
• DoD 8140 qualified (Manager/Executive Cyber Leader 901) or IAM Level III.

Responsibilities

• Serve as single point of accountability for cost, schedule, performance and customer satisfaction.
• Develop and maintain the Program Management Plan including COOP planning.
• Lead monthly Program Management Reviews and report risks with mitigations.
• Coordinate subs and vendors as one team and define SLAs/OLAs.
• Represent the program in governance forums and manage transition activities.
• Drive process improvement and provide root cause analyses with action plans.
