Job summary

Hill International is seeking an experienced Senior CSA Estimator to join our East Coast team. The Senior CSA Estimator will provide civil, structural, and architectural cost expertise across all phases of project design.

They will produce accurate quantity take-offs and estimates calibrated to the level of design and specification completeness at each estimating stage – from conceptual/order-of-magnitude through fully detailed construction document estimates.

Qualifications

• BA/BS in Engineering, Construction Management, or a related field preferred.
• 15+ years of construction cost estimating experience across phases.
• Experience across conceptual, schematic, design development, and CD phases.
• Ability to read drawings, contracts, and cost coding systems (CSI/UniFormat).
• Proficiency with estimating software such as On-Screen Takeoff, Bluebeam Revu, WinEst.

Responsibilities

• Perform quantity take-offs and prepare estimates from conceptual/order-of-magnitude through fully detailed Construction Document (CD) estimates.
• Follow Hill's estimate workflow across intake and scope control, estimate type/structure/quantity development, and Basis of Estimate.
• Verify that progress drawings, specifications, and estimate packages meet design maturity; raise gaps in writing.
• Organize estimates in a Uniformat WBS with coded fields and tree-level quantities.
• Develop assemblies at the lowest WBS level with unit costs and direct cost; decompose prices when requested.
• Develop burdened labor and composite crew rates; apply payroll taxes and insurance correctly.
• Develop subcontractor/GC markups and General Conditions as itemized line items.
• Build escalation forecasts from published cost index data mapped to the project schedule.
• Maintain the project Risk Register with Low-Mean-High values and owners; justify contingency.
• Prepare defensible Basis of Estimate documenting scope, assumptions, and references.
• Review third-party submissions; reconcile quantities; evaluate quotes and change orders.
• Develop value analysis/engineering estimates and alternatives; present in reviews.
• Attend meetings, contribute to EQCP, and mentor estimators; coordinate with Hill team.
